Two businesses can bid on the identical keyword and pay very different prices for it. The difference is Quality Score— Google's rating of your expected click-through rate, your ad relevance and your landing page experience. Score well and Google discounts your clicks. Score badly and you subsidise the auction for everyone else.

Landing page experience is the piece most agencies never touch, because they do not build websites. So they optimise bids and ad copy around a page that takes six seconds to load, and then report that the market is competitive.

The data arrives too slowly to optimise, and you will spend three months paying for a learning phase that never finishes. At that stage a fast website, a properly set up Google Business Profile and some reviews will do more for you than a small ads budget. We would rather say that on the call than take the fee.
